The accessibility of a system refers to the ability of clients to access the system. This is in contrast to availability, which refers to the functionality of the system itself.
That is, if a system were suddenly cut off from some (or even all) of its clients, but continued to operate normally in its isolation, we would say that it is available but not accessible.
